Gina Hartsfield is the Chief Operating Officer (COO) of the Institute for Intergovernmental Research (IIR) and serves on the Board of Trustees. As COO, Ms. Hartsfield utilizes her experience, corporate knowledge, and collaborative style of leadership to help align our organization to maximize its strengths, enhance its flexibility, adapt to changes that impact our work and our clients, and ensure that IIR’s focus and products remain relevant and current. She also directs the Learning and Development/Criminal Justice Initiatives sections within IIR, including the Office of Applied Research and the Office of Law Enforcement Advisement and Coordination, enabling her to develop and guide new projects for IIR and to remain focused on current issues and trends within the law enforcement community. With an emphasis on collaboration and communication, Ms. Hartsfield has a proven ability to help identify and solve problems, create a shared vision, and establish strategic goals and objectives for projects and organizations.
Ms. Hartsfield’s responsibilities and contributions are evident in administrative, personnel, program, and financial aspects of the company and its many initiatives.
Ms. Hartsfield has served the criminal justice community for more than 32 years and has coordinated complex, national-level training and technical assistance services for more than two decades. She is integrally involved in needs assessment, strategic planning, management and policy issues, and technical assistance and training development and delivery oversight. Ms. Hartsfield possesses extensive experience in coordinating a wide range of complex technical assistance initiatives for state, local, and tribal criminal justice entities.
In addition, Ms. Hartsfield is experienced in working with law enforcement leaders on complex criminal justice issues. She has coordinated the delivery of numerous law enforcement initiatives on behalf of the U.S. Department of Justice.
Prior to joining IIR in 1986, Ms. Hartsfield served as a research and development assistant with the Florida Department of Law Enforcement. Ms. Hartsfield holds a bachelor of science degree in criminology from Florida State University.
