Joel McAllister is the director of emerging technology at the Institute for Intergovernmental Research (IIR), where he is responsible for identifying, evaluating, and implementing cutting-edge technology to drive innovation within IIR operations, programs, and products. His responsibilities include leading research and development initiatives on emerging technology; developing and executing proof-of-concept projects; assessing potential risks and benefits of new technology; and guiding research and potential adoption of technologies including artificial intelligence, blockchain, and advanced analytics. He collaborates across departments to advocate for strategic technology investments across IIR’s project portfolio.

Prior to this role, Mr. McAllister was the information technology (IT) manager of development for over 15 years with IIR. He was active in projects for the Dru Sjodin National Sex Offender Public Website (NSOPW); the Gang Resistance Education And Training (G.R.E.A.T.) Program; the Regional Information Sharing Systems (RISS) Program; the National Motor Vehicle Title Information System (NMVTIS) Law Enforcement Portal; the Tribe and Territory Sex Offender Registry System (TTSORS); the VALOR Officer Safety and Wellness Program; the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP); and many of IIR’s internal systems. His role for these projects was architect and/or lead developer. For most of the projects, he successfully directed cross-functional development teams, ensuring timely delivery of web applications while maintaining high standards of security and performance.

Mr. McAllister is a Microsoft-certified professional and holds a bachelor of science degree in management information systems from Florida State University.
